BXTN:- Những người ủng hộ việc khai thác bô-xít Tây Nguyên thường lặp đi lặp lại luận điểm: Tài nguyên bô-xít của chúng ta nhiều thì ta phải khai thác để làm giàu cho dân cho nước, etc. Bài phân tích dưới đây với các dẫn chứng nghiên cứu và minh họa thực tiễn để chỉ rõ rằng luận điểm của phía ủng hộ dự án là cảm tính và thiếu khoa học. Một đơn cử dễ thấy là Nam Phi - nước giàu tài nguyên kim cương bậc nhất thế giới là đất nước mà người dân chưa bao giờ được hưởng lợi từ kim cương, Guinea - nước khai thác bô-xít lớn thứ hai trên thế giới nhưng lại cũng thuộc những nước nghèo nhất thế giới.

Từ khá lâu rồi, chính xác là từ những năm 60 của thế kỉ trước các nhà khoa học đã nhận thấy hậu quả nghiêm trọng về chính trị và kinh tế mà các nước giàu tài nguyên thiên nhiên có thể gặp. Họ gọi đấy là “căn bệnh Hà Lan” hay là “lời nguyền rủa của tài nguyên” để mô tả quá trình suy sụp của ngành công nghiệp, hậu quả của những khoản thu nhập to lớn bất thình lình đổ về từ việc xuất khẩu nguyên liệu, nhiên liệu thô, tức là xuất khẩu những nguồn tài nguyên không thể tái sinh được. Thomas L. Friedman viết: “Tại những nước bị “bệnh Hà Lan” đồng nội tệ tự nhiên tăng giá đột ngột vì nguồn ngoại tệ chảy vào từ việc bán dầu hoả, vàng, khí đốt, kim cương hay các nguồn nguyên liệu khác. Kết quả là: hàng công nghiệp xuất khẩu không còn khả năng cạnh tranh còn hàng nhập khẩu thì xuống giá trông thấy. Người dân rủng rỉnh tiền trong túi, bắt đầu đổ xô đi mua hàng nhập khẩu, nền công nghiệp trong nước chết yếu - đấy chính là quá trình suy sụp của nền công nghiệp. Thuật ngữ “lời nguyền rủa của tài nguyên” cũng ám chỉ quá trình này, cũng nói về sự phụ thuộc vào nguồn tài nguyên thiên nhiên có ảnh hưởng đến đời sống chính trị của đất nước, ảnh hưởng đến những ưu tiên về đầu tư và ưu tiên trong lĩnh vực giáo dục. Vấn đề lúc đó sẽ là: Ai có quyền vặn “van dầu” và ai được chia bao nhiêu phần của cái bánh chứ không phải là làm thế nào bảo đảm được khả năng cạnh tranh hữu hiệu, sáng kiến và sản xuất ra hàng hoá thực cho nhu cầu tiêu dùng thực nữa”.
Hơn thế nữa, Michael L. Ross, nhà chính trị học của đại học California (Los Angeles), sau khi nghiên cứu số liệu thống kê của 113 nước trong giai đoạn từ 1971 đến 1997, đã rút ra kết luận: “Nói chung, quá chú ý đến việc xuất khẩu dầu mỏ và các khoáng sản khác là một trở ngại đối với tiến trình dân chủ hoá đất nước nhưng việc xuất khẩu các hàng hoá khác lại không có hiệu ứng như thế; hiện tượng này được tìm thấy không chỉ ở bán đảo Arab, Trung Đông và phía Nam sa mạc Sahara mà còn xảy ra ở cả các nước nhỏ nữa”.
Đấy chính là qui luật thứ nhất của nền chính trị dựa trên dầu mỏ do Thomas L. Friedman nêu ra: “Mức độ tự do của các quốc gia dầu mỏ tỉ lệ nghịch với giá dầu. Theo qui luật thứ nhất của nền chính trị dựa trên dầu mỏ thì giá dầu trung bình thế giới càng cao, tự do ngôn luận, tự do báo chí, các thiết chế về bầu cử tự do và trung thực, tinh thần thượng tôn pháp luật, sự độc lập của toà án và các đảng phái chính trị càng mờ nhạt”.
Nhưng thế chưa phải là hết, bằng vào kinh nghiệm của nước Nga, Yury Afanasiev, nhà sử học lỗi lạc, người sáng lập Trường đại học nhân văn quốc gia Nga, còn viết: “Một khi nhà nước tập trung chú ý vào nguyên liệu thô chứ không phải vào sản phẩm thì nó cũng không cần đến dân chúng nữa. Nếu đất nước có ‘đường ống dẫn’ và ‘vàng đen’ thì dân chúng trở thành gánh nặng và mối đe doạ tiềm tàng. Chế độ cho rằng lúc nào nó cũng có thể mua chuộc được dân chúng. Nó không có nhu cầu thiết lập mối quan hệ với dân chúng thông qua các định chế thông thường của một xã hội dân chủ phát triển cao”.
Tức là, khác hẳn với những nước biết mình nghèo, biết mình không có nhiều tài nguyên thiên nhiên, muốn phát triển thì phải khai dân trí, chấn dân khí, hậu dân sinh. Ở những nước đó, nước muốn mạnh thì dân phải giàu. Còn chính phủ của các nước giàu tài nguyên thiên nhiên thì không cần như thế, chỉ cần bán tài nguyên thiên nhiên là họ có đủ tiền để bảo đảm nuôi sống bộ máy quan liêu của mình và tiếp tục giữ mãi nhân dân trong cảnh sống phi dân chủ, nhẫn nhục và tăm tối. Đấy chính là lời nguyền rủa cay độc nhất của tài nguyên thiên nhiên. Chẳng cần phải là người thông thái cũng có thể nhận ra chuyện đó. Chỉ cần nhìn vào những nước như Nam Hàn, Singapore, Đài Loan, một bên và bên kia là những nước kia như Iran, Iraq thì sẽ rõ.
Đấy là những câu chuyện ở xa và đã có từ lâu. Còn đây là câu chuyện gần và mới, ông Thứ trưởng Lê Dương Quang, trong một buổi trả lời phỏng vấn đối với phóng viên của Cổng Chính phủ online, ông cho rằng chúng ta (Việt Nam) phải tìm mọi cách khai thác hết tiềm năng bauxite ở Tây Nguyên. Ngoài ra, trong khi tiếp xúc với cử tri quận Lê Chân, thành phố Hải Phòng (09/05/2009), Thủ tướng Nguyễn Tấn Dũng khẳng định: “Tài nguyên nước ta hạn hẹp trong khi trữ lượng bauxite lớn thứ ba thế giới, riêng ở Tây Nguyên trên 5 tỷ tấn và sẽ “đưa ngành công nghiệp khai thác quặng bauxite trở thành một ngành công nghiệp lớn của đất nước”. Lời của ông Thứ trưởng và tái khẳng định của ông Thủ tướng, cũng là lời của một người sang, tức là lời ‘có gang có thép’, nhất định phải trở thành hiện thực. Và như thế, “căn bệnh Hà Lan” hay “lời nguyền rủa của tài nguyên” có lẽ sẽ trở thành sự thật nhãn tiền trên đất nước này.
Nhưng lần này “lời nguyền” còn cay độc hơn bội phần, bởi vì khai thác dầu khí hay vàng không tạo ra hàng triệu tấn bùn đỏ nguy hại, không tạo ra nguy cơ ô nhiễm những nguồn nước cung cấp cho hàng triệu người dân sống phía dưới hạ lưu, không đe doạ huỷ diệt môi trường văn hoá và môi trường sống của hàng triệu cư dân bản địa. Và nhất là không diễn ra ở những vùng chiến lược xung yếu của quốc gia… Thiết nghĩ kể thêm nữa cũng bằng thừa, các nhà khoa học cùng với những người hoạt động trong lĩnh vực văn hoá và quân sự đã nói quá đủ rồi.
La Thành đã viết rất đúng rằng: “Bauxite Tây Nguyên hoàn toàn có thể là điểm khởi đầu cho một sự tan rã, không chỉ ở mức thể chế chính trị mà ở tầm quốc gia - dân tộc”. Chỉ xin được bổ sung thêm: Nếu hồn thiêng sông núi cùng với thể phách của các bậc tiền nhân và những lời can gián trung thực, đấy khí phách và kiến thức của những người đang sống không buộc được những kẻ tham lam và ngu xuẩn phải ngừng ngay dự định bán tống bán tháo tài nguyên quốc gia, không bảo vệ được vùng Tây Nguyên xanh, một trong những tài sản quí giá nhất mà cha ông đã để lại cho chúng ta thì quá trình Somali-hoá cái đất nước có hình chữ S tươi đẹp này là việc hoàn toàn có thể xảy ra. Đấy chính là lời nguyền rủa tối hậu đối với tất cả chúng ta. Vì đấy là “lời nguyền rủa mang tên Tây Nguyên”.
